Vendor Information


SUGGESTED VENDOR GUIDELINES

    The World Peace Organism, Inc. is a tax-exempt 501 (C)(3) organization based in Eugene, Oregon. These suggested Guidelines, provided by Eugene's own Saturday Market, are offered as a model. We encourage you to check your own local requirements.

WHO MAY SELL

Creator as seller: At The Saturday Market, the product's creator is its seller. Except for reasonable breaks throughout the day, the creator shall be present. Additional sellers must be involved in the making of the product and be conversant in all aspects of its production.

Employees: All employees must be fully informed about all aspects of production so that they are able to share that information with customers upon request.

WHAT MAY BE SOLD

Craft review is based on four criteria and specific regulations. The four criteria are:

1. Items must be handmade, grown or gathered (natural materials) by the seller or family member. The handcrafted component must dominate the commercial component, and commercial components must be transformed in a way that makes the work unique.

2. Items must be of original, unique work or design.

3. The starting materials must be significantly altered and enhanced by the artisan.

4. The product must meet basic expectations of product life, function and safety.

The Saturday Market reserves the right to prohibit anyone or any product from selling, or being sold at Market.

BOOTH STRUCTURE

Booths and displays should be built with concern for public safety, as well as beauty, function and comfort. Creative, but tasteful booth designs are encouraged. A suggested booth plan is available at the Market office. In designing your space, please keep the following in mind.

Space size is 8 feet by 8 feet.

Overhangs facing the aisle must be 7 feet off the ground.

Construction must be sturdy and safe.

Booths using propane equipment, including heaters, must have a fire extinguisher.

STROLLING CARTS

To allow freedom of movement of both pedestrians and carts, strolling carts must meet the following specifications:

Width cannot exceed 3 feet, including wheels and accessories.

Length cannot exceed 6 feet, including handles and other accessories and decorations.

Covers are limited to a width of 3 feet in the strolling position.

Covers, including overhangs, must have 7 feet clearance.

Carts must be pushable.

CODE OF ETHICS/CONDUCT

The Market must operate within legal bounds, and with concern for the safety and welfare of the public and Market; therefore, we ask you to comply with the following code.

Please respect other vendors' selling rights.

Vendors must comply with all federal, state, local and special statutes and ordinances regarding public health, safety, and welfare.

Behaviour that is grossly abusive (including verbal), or dangerous and/or disruptive to Market activities will not be tolerated and may result in immediate termination of your selling rights.

Vendors must comply with all Saturday Market rules, regulations and guidelines.

Vendors must not injure or deface Market premises and property.

It is your responsibility to be aware of all the rules, regulations, and guidelines contained in this handbook, the vendor agreement, and "updates" dispersed periodically. Vendors in violation of these rules and requirements may be subject to termination of their selling rights.

FOOD MARKET'S INTENT

    Our intent is to present to the public an unusual, nutritious, and varied eating experience not available anywhere else in Eugene. In order to achieve this variety, vendors are expected to present their own unique product. These guidelines favour the lowest level of commercial processing. Food booths are judged on and chosen for quality of food, presentation, reliability, and significant difference from present food products. The four criteria identified under "What May Be Sold" in the beginning of this booklet apply to food booths also.

TASTE TEST

    All food sold at the Saturday Market must be taste-tested prior to being sold at the Market. Tastings happen at regularly scheduled Standards Committee meetings. Contact the office for more information.

LICENSING

    All food booths must be licensed as temporary restaurants before they can sell at the Market. Call the Lane County Environment Health Department (135 E. 6th Ave., 687-4051) or the Market office for more details.

HEALTH INSPECTIONS

    A health inspector visits each food booth every Saturday. Failure to comply with Health Department rules and regulations may result in immediate closure.

USE OF SPACE

    In addition to the guidelines cited earlier, food booths must meet additional rules to satisfy both Market and Health Department regulations. The following checklist of requirements ensures your compliance.

1. An ABC fire extinguisher

2. Propane tank tied down securely

3. Paper towels for hand washing - no common towel

4. Hand washing buckets: one soapy, one rinse

5. Sanitizer bucket for counter wipe towels, with bleach

6. Food handler's card

7. Restaurant license

8. Large garbage can for customer use, clean and lined

9. Nonporous floor protection

10. Sneeze guard where necessary

11. Covered waste water disposal

12. Thermometers in coolers

13. Clean aprons

14. Hair restraints if necessary

15. Nonporous washable counter surfaces

ADDITIONAL REGULATIONS

Imposed by the Market:

1. You must comply with all City and County Health Regulations.

2. The main menu item is to be the vendor's unique recipe.

3. Carnival-type foods are not allowed (i.e. cotton candy, snow cones, soft drinks, pre-popped popcorn).

4. Imitation foods and drinks are prohibited (i.e. Cool Whip, non-dairy creamer, etc.).

5. Commercial sauces, intended as a part of the main product, such as canned or bottled Bar-B-Q sauce are prohibited.

6. Drinks: Fresh juices can be sold alone if prepared by the vendor. Bottled juices may be sold but must be significantly enhanced by combination with or by addition of other acceptable ingredients. Real, pure, frozen juices, and/or concentrates may be used if significantly enhanced as above.

7. You are required to provide a nonporous ground cover and leave your space clean before leaving Market that day.

8. All food items and menu changes must be approved in advance by the Standards Committee.

9. You may not transfer your space to another vendor.

10. No business may occupy more than one booth space.

11. Vendors are expected to be ready to sell by the time Market opens at 10:00 a.m.

12. Hawking your product is not allowed.

Imposed by the Health Department:

1. Booths must obtain a restaurant license before they can sell.

2. All food must be prepared at the Market site or a licensed commissary. No home preparation or overnight storage is permitted without an appropriate license. Protect raw food during transport to the Market.

3. Food handlers' cards are required for all persons in the booth and should be available upon request. Cards may be obtained from the Lane County Environmental Health Department. Call for details.

4. All food must be from an approved source of supply, e.g. government-inspected meat, commercial ice, approved milk, etc. No home-processed/canned food allowed.

5. Perishable foods must be refrigerated below 45 degrees or heated above 140 degrees F. Coolers must have liquid-spirited thermometers placed in the warmest spot.

6. All food and utensils must be stored off the ground and protected from dust and contamination. Condiments should be labelled and kept in covered containers.

7. Unacceptable materials for storage and cooking: enamel-coated pots, copper, tin can, and cardboard. Acceptable: glass, stainless steel, aluminums, cast iron, and plastic.

8. Use only disposable eating utensils and individually wrapped straws.

9. Each booth must have one garbage can for patron use and also must provide containers for the disposal of refuse from the booth. Containers must be cleanable - no cardboard.

10. Hand washing: Two containers, one with soapy water, and the other with a sanitizing rinse of at least 50-ppm chlorine. Paper towels must be provided. Wash hands often.

11. Stoves: Use only propane fuel. White gas (Coleman fuel) and gasoline are not permitted. A 5 lb. ABC fire extinguisher is required when using any open flame.

12. Booth construction: Roofs are required and all countertops must be made of hard, non-absorbent, cleanable, smooth materials. Use sneeze guards to protect food preparation.

13. Wear aprons and tie hair back or wear a scarf.

14. No use of tobacco inside the booths.

15. If you're sick, don't work.

HOME BAKERY LICENSES

   Products baked at home may be sold at the Market in either a food booth or craft booth if the home is a licensed domestic bakery. The following rules are a summary of the State regulations governing such licensing. For specific questions, call the Oregon Department of Agriculture, Food and Dairy Department, toll free at 1-800-452-7813 ext. 3790. To arrange for inspection, call the Department of Agriculture at 484-1063.

1. You must be able to close off the kitchen from the rest of the house.

2. Only the license-holder and those under his/her supervision are allowed in the kitchen during production.

3. No pets in the whole house at any time.

4. You cannot use the kitchen for domestic purposes while simultaneously using it for production of baked goods under the bakery license.

5. You must have closed and locked containers for ingredients and finished products.

6. You must have refrigeration to keep perishables below 45 degrees F.

7. Keep cleaning substances and medical supplies separate from all else.

8. Kitchen must be available for inspection.

STROLLING FOOD CARTS


Health rules: All pertinent health rules and regulations found in the "Food" section of this handbook apply to strolling food carts.

Registration: All reserve vendors must register at the Information Booth by 9:00 a.m.

Strolling: Strolling cart vendors must make every effort to cover the entire Market grounds. Stops may not exceed 30 minutes at a time.

MONEY

Daily fees: Each day you sell, you must pay a booth fee of $7 and 10% of your gross sales. Strolling vendors are exempt from paying the booth fee.

SPECIFIC REGULATIONS

ACCESSORIES

Bead work: Stringing single strands of commercial beads will be allowed based on creativity of design, pattern, colour and texture. Bead work meeting this standard must be strung by the artisan and may include uniform strands of unique beads gathered by the vendor, or strands that vary in terms of type, size and/or colour.

Belt buckles, commercial: Plain, unmarked buckles only. Must be attached to a vendor-made belt. May not be sold separately.

Belts, commercial: Plain only. Must be displayed and sold attached to a vendor-made buckle only. Also, machine embossing is not acceptable.

Buttons, badges, and pins: Each button, pin or badge must be the original artwork of the seller.

Jewellery: Commercial components must be secondary to original handcrafted component. No commercial stone settings. Unmounted stones not cut by the vendor must be displayed separately with a note to the public that such stones are for custom orders only. They may not be sold otherwise.

Pendants: Commercially made pendants, fetishes ornaments (such as birds, harts, stars, etc.) may not be sold either individually or as a part of an approved item.

CLOTHING

Clothing sold at Market must be made by the artisan. Commercially made and bought clothes, which have been extensively embroidered, dyed or printed by the artisan, are acceptable. Imported fabrics made into clothing by the vendor are also acceptable.

HOME ORNAMENTS AND ACCESSORIES

Decoupage: Must be the original work of the vendor.

Flowers, dried: Commercial dried flowers are not acceptable as the dominant component in an arrangement. Unarranged dried flowers may use no commercial flowers.

Frames, handcrafted: All artwork sold with frames must be the original artwork of the vendor.

Tiles: Must be handmade by the vendor.

PLANTS

All plants must be grown from seeds, cuttings or vegetative propagation by the vendor.

SERVICES

Services such as bicycle repair, psychic readings, portrait sketches, etc. are acceptable. If a service requires a license, it is the vendor's responsibility to provide approved license and compliance with all regulations of said license before set-up.

TOYS

Dolls: Commercially bought dolls are not to be sold; merely used to display doll clothes made by the craftsperson. Also, commercial doll clothes must only be sold on a handmade doll.

MISCELLANEOUS

Kits: No commercial kits.

Moulds: Commercial moulds are not allowed in the making of products. Moulds must be the original design of the vendor. Exceptions to this will be up to the Board based on artistic merit.

Raw materials: Such as slabs of wood, stone, clay, commercial beads, fabric, etc. are not acceptable for selling at Saturday Market to the general public but can be displayed with other acceptable work, with a sign clearly stating that the item is "For Display Only." Tumbled rocks/stone slabs: Can only be sold with other approved work, unless gathered from their natural location by the seller.

Quality: Though the Saturday Market is not a juried show, we expect each vendor to bring his/her best work. Vendors may display no more than 20% -seconds.
